Syracuse (WSYR-TV) – Question: Is it legal for a business to set a minimum charge for customers paying with a credit card?

Answer: The practice isn’t illegal, however it’s not allowed in retailer contracts with at least two major credit card companies – Visa and Mastercard.

American Express and Discover allow minimum purchases, but only if the minimums are applied to all cards the retailer accepts.

It is up to Visa and Mastercard to issue warnings to the merchant directly or to the bank that allows the retailer to accept the card.
