One NewsChannel 9 viewer is eager for broadcast stations to air commercials that average the same volume as the programs they accompany.

He wants to know when the FCC rules that determine this matter go into effect.

Starting on Dec. 13, broadcasters will have to use audio processors that measure the loudness of a program over its entirety and adjust the volume accordingly.

The change does not come without some added cost. So, there are exceptions to the compliance date.

A one-year waiver can be granted to any television station or cable operator that shows financial hardship in obtaining the equipment to comply with the new rules.

The FCC also has the authority to renew that waiver for an additional year.
