Suspect at the center of East Side standoff arraigned in Scranton, Pa.

A suspect in a Pennsylvania homicide who was at the center of a standoff on Syracuse’s East Side on Tuesday night was arraigned in Scranton, Pa. on Friday.
Syracuse (WSYR-TV) – A suspect in a Pennsylvania homicide who was at the center of a standoff on Syracuse’s East Side on Tuesday night was arraigned in Scranton, Pa. on Friday.

Police say Ryan Harding, 18, of Scranton returned to his hometown on Friday in handcuffs.

Police say Harding – an alleged member of the Crips gang – shot and killed 22-year-old Rahsan Crowder on May 5.

Syracuse Police and SWAT personnel surrounded an apartment building on the 2000 block of East Fayette Street after Harding ran inside it.

Police say they had a good reason to believe Harding was armed and they determined to lock down the neighborhood.

They say Harding surrendered without firing a shot after police entered the building he was hiding in around 9:30 p.m.

Harding was in the custody of US Marshals at the end of the incident.
