Victim identified in deadly Cortland County accident

The Cortland County Sheriff’s Office has identified a young woman who was killed in an accident on a rural road on Monday.
Lapeer (WSYR-TV) – The Cortland County Sheriff’s Office has identified a young woman who was killed in an accident on a rural road on Monday.

According to the Sheriff’s Office, 19-year-old Kelcie Spicer of Killawog was driving west on State Route 221 near Clarks Corners Road in the town of Lapeer when weather conditions prompted her to lose control of the car.

They say her car crossed the center line when it was struck by a panel truck traveling east.

Spicer was taken to Cortland Regional Hospital where she was pronounced dead.

19-year-old Kyle Dougherty of Marathon was a passenger in Spicer’s car. Dougherty was taken to Wilson Memorial Hospital in Binghamton with serious injuries.

Neither the driver nor the passenger in the panel truck were injured.

The accident is still being investigated.
