2016 STAR rebate checks delayed

WSYR-TV - While you're busy working on your taxes for this year, lawmakers say many New Yorkers are still waiting for last year’s tax return check.

A change in the STAR program is supposed to deliver new homeowners a check with their tax break instead of the normal rebate.

However, the State Tax Department says changes in credit eligibility is making it difficult to issue those checks.

Lawmakers say the changes happened too quickly to properly test whether or not the new system would deliver the checks in a timely manner.

"My constituents aren't happy. I know there's constituents all over the state that aren't happy and it's just a flat out mess,” said Republican Assembly Minority Leader Brian Kolb.

Lawmakers say if the state wants to encourage people to buy New York homes, it needs to give the tax breaks early and not have people wait months for a check.

Some lawmakers are now working on a bill that would make the tax department pay a penalty if it fails to issue next year's credits by the September deadline.
