Biological mother of 11-year-old rape, murder victim looking for answers

NORWICH, N.Y. (WSYR-TV) - The mother of an Otsego County girl who was allegedly raped and murdered by two men in their Norwich home says she “just wants to know why.”

Mandy Gilbert Martinez – the biological mother of Jacelyn O’Connor of Morris – has struggled with drug addiction and hadn’t seen her daughter in several years before learning of her death through Facebook.

Martinez was at the Norwich Town Court on Tuesday, where James Brower is scheduled for a preliminary hearing for his alleged role in O’Connor’s death.

The case of another suspect – Tobias Rundstrom-Wooding – has been waived to a grand jury.

Both men are charged with first-degree murder.

DNA evidence from Rundstrom-Wooding was allegedly found on Jacelyn. Brower's DNA evidence has not been found at this point.  

According to the Chenango County District Attorney’s office, the two men were raping O’Connor when they killed her.

The DA also says the two men are a couple.

Martinez says she currently lives in New York City, and her three children had been staying with her best friend.

O’Connor was at Brower’s home for an extended stay when the incident occurred.
