LAFAYETTE, N.Y. (WSYR-TV) - Four Cortland County residents are facing charges for allegedly using drugs in a Byrne Dairy parking lot in front of a 3-year-old child.
Shortly before 2:30 a.m. on Dec. 12, State Police responded to the Byrne Dairy on Route 20 in LaFayette for reports of a suspicious man. There, they found 28-year-old Christopher Monk, of Cortlandville, allegedly in the bathroom with drug paraphernalia and narcotics.
While taking Monk into custody, troopers walked by a car in the parking lot and found three individuals inside with drug paraphernalia and hypodermic needles, according to State Police.
A three-year-old child was in the back seat.
Troopers have arrested Monk, 28-year-old Morgan Congdon, of Cortland, 29-year-old Stefanie Strauf, of Marathon, and 28-year-old Vincent Welsman of Cortland in connection with the incident.
All four were charged with seventh-degree criminal possession on a controlled substance, unlawful dealing with a child and endangering the welfare of a child.
All but Strauf were sent to the Onondaga County Justice Center.
