4 men arrested in Utica for ‘lewd' behavior in public parks

UTICA, N.Y. (WSYR-TV) - The Utica Police Department has arrested four men after responding to several complaints from citizens regarding “lewd and lascivious behavior” taking place in two local parks.

The department went undercover in T.R. Proctor Park and F.T. Proctor Park. Their investigation led to the arrest of the following men:

Yefim Ostapuk, 80, of Utica, was charged with public lewdness and forcible touching.

Frederick Sanguine, 72, of Frankfort, was charged with exposure of a person, public lewdness and forcible touching.

Robert Surprenant, 73, of Utica, was charge with prostitution and loitering for the purpose of prostitution.

David Danielski, 57, of Utica, was charged with forcible touching.
