SYRACUSE (WSYR-TV) - 54-year-old Richard Gerharz, of Syracuse, is the first name added to Onondaga County's new Animal Abuser Registry.

The Onondaga County Legislature passed the law, creating the registry, over the summer.

The new rules state that anyone 18 or older, who lives in Onondaga County and is convicted of animal abuse crimes after August 2017, must be put on a registry for 15-years.

Anyone who appears on the list is prohibited from owning animals.

On August 31, 2017, Gerharz was convicted on charges of torturing or injuring animals and failure to provide proper sustenance.
