Bail for man who police described as Syracuse’s ‘most prolific sex offender’ set at $250K cash, $500K bond

A former DPW worker with a long history of sex crimes involving teenage boys made a pretrial appearance in Onondaga County Court on his most recent charges on Friday.
Syracuse (WSYR-TV) – A former DPW worker with a long history of sex crimes involving teenage boys made a pretrial appearance in Onondaga County Court on his most recent charges on Friday.

Bail for Mark Carrigan is set at $250,000 cash bail or $500,000 bond.

Previously, Carrigan was held without bail.

Carrigan has been arrested and convicted for sex crimes following incidents that stretch back to 1988.

Already a level 3 sex offender, his most recent indictment states that the 46-year-old man used synthetic drugs, cigarettes, and money to lure his targets into sexual encounters.
