Congressman says bill would fix probation lapses that led to Clay murder, rape incident

Washington, DC (WSYR-TV) – Syracuse-area Congressman Dan Maffei has introduced a bill that he believes will correct lapses in the probation system that enable David Renz to murder a Liverpool school district librarian and rape a young girl who was with her.

David Renz was already facing Federal child pornography charges when he stabbed Lori Bresnahan to death after sexually assaulting the child.

Renz had neutralized an electronic monitoring bracelet he was wearing as a condition of his pre-trial release.

According to investigators, Renz had practiced removing the bracelet, disabling it nearly 50 times.

The Democratic Congressman’s “Federal Probation System Reform Act” would create an inspector general to oversee Federal probation offices, establish a nationwide standard for responding to electronic monitoring bracelet alerts, and make it a Federal crime to tamper with an electronic monitoring device.

Renz pleaded guilty to murder in the first degree and predatory sexual assault in the first degree in July.

He was promised a life sentence without the possibility of parole.

Renz’s sentencing has been delayed while Federal authorities investigate the possibility of pursuing the death penalty in the case.

In March, Renz used an air pistol to force Bresnahan, along with the child, into a car as they were leaving a gymnastics center at the Great Northern Mall in Clay.

Once they were in a secluded parking lot, Renz sexually assaulted the child.

After he drove to Verplank Road, Renz tried to tie Bresnahan’s head to a seat, but she screamed, telling the child to run away.

Renz stabbed Bresnahan repeatedly at the Verplank Road location. She died from her injuries.

State Police found Renz hiding in a wooded area.

They found the child’s blood on him, along with the keys to Bresnahan’s vehicle.
