Town of Plattsburgh (WSYR-TV/WFFF-TV) – New York State Police say three people are dead after a house fire in the Town of Plattsburgh.

Walter Hotaling - age 67 – has positively been identified and police have tentatively identified Betty Waddy, age 98 and Josephine Brusgul, age 87.

Police say they were called to the home, which is classified as an adult family type home on Homestead Drive at 1:23 p.m. They say the home was completely on fire.

According to reports, three juveniles all under the age of 13, were in the garage when two of the juveniles were playing with a lighter and accelerants, which ignited the fire.

The juveniles were able to escape without injury and alerted the people inside the home. In addition to the three juveniles, there were eight other occupants inside the residence at the time of the fire.

Police say it took several departments 45 minutes to control and put out the fire.

The fire and deaths remain under investigation but Clinton County District Attorney Andrew Wylie said the juveniles will not be charged because the minimum age a person can be prosecuted in the state of New York is 13-years-old.

Instead, the juveniles will be handled by social services and the county attorney, but the exact recourse remains unknown.
