Seneca Falls man arrested on child porn charges

A convicted sex offender living in Seneca Falls is facing charges after investigators say he ordered DVDs depicting child pornography.
Seneca Falls (WSYR-TV) – A convicted sex offender living in Seneca Falls is facing charges after investigators say he ordered DVDs depicting child pornography.

According to police and postal officials, 61-year-old Lawrence Higgins ordered 11 DVDs between November 2008 and March 2011.

In addition, they say Higgins admitted to the investigators that he had thousands of images and hundreds of hours of video on his computers and in his digital storage devices.

They also discovered while interviewing Higgins that he was a convicted sex offender who had failed to notify the authorities of his Seneca Falls address.

In 1993, Higgins was convicted on four counts of sex abuse stemming from incidents involving a child under the age of 11.

Higgins has been charged for receiving and owning child pornography.

Because of his prior convictions, if found guilty, Higgins could be sentenced to a minimum of 15 years in prison or a maximum of 30 years and a fine of $250,000 for receiving the materials.

On the charge of possession, he could be put in prison for a minimum of 10 years and a maximum of 20 years – along with a $250,000 fine.

Investigators also found an AK-47 in Higgins’ possession. As a felon, he is barred from owning firearms.

The firearm was given to Seneca Police for investigation into possible future charges.

Higgins is being held without bail pending a detention hearing on Nov. 19.
