State Police ID 3rd shooting victim who survived incident in Jefferson County

PAMELIA, N.Y. (WSYR-TV) - State Police have identified a woman who survived a shooting in Jefferson County that left the suspect’s wife and a Trooper dead on Sunday.

State Police revealed overnight that they had arrested Fort Drum soldier Justin Walters for shooting and killing his wife, Nichole Walters, and Trooper Joel Davis.

During a press conference on Monday afternoon, State Police confirmed that they believed Justin Walters also shot Rebecca Finkle.

They say Finkle – who was shot in the torso – is expected to survive the injury.

They noted that the death of their comrade, Davis, was not just a loss for State Police, but also for the North Country community.

Gov. Andrew Cuomo said that flags across the state will be flown at half-staff to honor Davis.  

Cuomo's office issued the following statement:

"The entire New York family grieves today for Trooper Joel Davis, who was shot and killed in the line of duty Sunday night in Theresa, Jefferson County," Cuomo said. "Trooper Davis served as a member of the New York State Police for four years, and his death is yet another sad reminder of the risks law enforcement officers face each day in order to protect our communities and serve the residents of this great state. I ask all New Yorkers to keep Trooper Davis' family, loved ones and colleagues in the state police in their prayers during this incredibly difficult time."

Prior to joining the State Police four years ago, Davis spent 10 years in the Jefferson County Sheriff’s Office.

He was also very active in youth baseball. 

Davis is survived by his wife and three teenaged children.

Walters was charged with first and second-degree murder on Monday morning.

Walters' mother tells WOOD-TV in Michigan that her son was recently diagnosed with post traumatic stress disorder (PTSD). However, neither Fort Drum nor State Police confirmed her claim.

He is scheduled to be re-arraigned Monday night in Town of LeRay Court.
