Frank Taylor, 48 – who has worked as a corrections officer at the Onondaga County Correctional Facility – has been charged by Steuben County Sheriff’s Investigators with three counts of rape in the third degree, a felony, and three counts of endangering the welfare of a child, a misdemeanor.

He was already facing charges in Onondaga County that included rape in the third degree, a felony.
