SYRACUSE, N.Y. (WSYR-TV) — A Central New York woman is wanted on a pair of felony bench warrants after she allegedly drove while impaired by drugs. Carrie Phalen has been named the Fugitive of the Week by the Onondaga County Sheriff’s Office.
Phalen, 45, was arrested by deputies in the Town of Lysander in 2017 after she driving impaired. A volunteer firefighter witnessed her driving all over the road. When she pulled into a gas station, the firefighter blocked in her vehicle so that deputies could arrive. Phalen told the deputies she was lost and driving around for three hours looking for her house.
Three months later State Police arrested her for a similar charge in the Town of Van Buren. She was put on probation for both arrests. She violated probation and was issued felony bench warrants in April 2019.
Phalen is 5-foot-3, about 103 pounds, and has blonde hair and green eyes. Her last known address was on West Onondaga in Syracuse.
