State Police are investigating the murder of an 11-year-old girl in the town of Norwich.
Police began investigating on Sunday July 30, when they responded to a home on County Route 33 in the town of Norwich for a report of a girl in cardiac arrest.
They have identified the victim as Jacelyn O’Connor of Morris in Otsego County.
Police have not indicated what led them to conclude that the child was murdered.
A neighbor tells us they were sadenned by the news of O’Connor’s death, but they were more troubled when police determined she had been murdered.
“It’s an awful feeling to know that anything like that can happen. I don’t understand. I don’t get it,” said Joshua. “I don’t have anything that I can say to make it any better. Just my condolences to the family and anyone that’s going to grieve.”
Joshua tells us State Police stayed at the scene on a 24-hour watch since Sunday. He says the crime tape was taken down around 3:30 p.m. this afternoon when troopers cleared the scene.

State Police would not indicate whether there were any persons of interest in connection with the case, but they did say there is no threat to the public.

The Morris Central School District posted a statement on its Facebook page saying a candlelight vigil for Jacelyn will be held Monday night. It said grief counselors for children were available at the school.
