Even in limited work so far, it’s clear Sammy Watkins is the best wide receiver on the Bills.

Watkins was given a day off to work with strength and conditioning coaches on Tuesday after making his training camp debut on Monday.

The star wideout says his surgically repaired left foot is healed, but he’s not where he wants to be to play at full capacity.

“It’s a process,” said Watkins to reporters on Tuesday. “It’s not just going out there and running routes. I can do that. I need to get over the mental block of going out there and playing freely.”

Rex Ryan could hardly contain his excitement about Watkins return but admits it’s still a work in progress.

“He looks like he’s in good shape,” said Ryan. “We all know what kind of player Sammy Watkins is and clearly he’s one of the top receivers in the game. [His return] gives you a big boost to your team.”

The Bills open their preseason schedule on Saturday at Ralph Wilson Stadium against the Indianapolis Colts. Watkins is unsure of his status for the game.

“I’m just trying to do whatever the medical staff says I can do,” said Watkins. “If they throw me out there, I’ll know I can play.”
